Lisbon, 19th of May 2026. More than 70 policymakers, civil servants, farmers, experts, and NGO representatives gathered at one of the Portuguese Parliament’s venues in Lisbon for an unprecedented Political Breakfast titled The Future of Plant-Based Protein in Portugal.
The backdrop to the event was the Portuguese government’s ambition to develop a national strategy for plant-based protein consumption, promoting a low-carbon diet while encouraging the diversification of protein sources. Although the strategy has not yet materialised, it remains a key component of the Portuguese government’s climate plan.
The morning debate took the form of a discussion on shared visions, with conversations centred on national production, sustainability, food security, and the Mediterranean Diet. These topics were all linked to the increased production and consumption of legumes.
The event welcomed 10 government representatives (four of whom were speakers) and four Members of Parliament (MPs), who actively participated in the discussions. The attending MPs represented parties from across the political spectrum, including the largest parliamentary group, the Social Democratic Party.
Rasmus Horn Langhoff (Social Democrats), former Chair of the Danish Parliament’s Committee on Climate and Energy, delivered the opening speech. He presented the Danish Action Plan for Plant-Based Foods and explained how Denmark has successfully implemented ambitious policies and funding schemes to develop plant-based value chains in close collaboration with civil society organisations, including farmers and industry stakeholders.
The main debate panel, composed exclusively of public officials and government representatives, was moderated by the National Association of Protein, Oilseed and Cereal Producers, a well-recognised farmers’ association.
